Will my payment be held up if I have not filed the EDF?

RBI's regulations do not say so. Regulation 4(2) tells your bank to credit an export payment once it is satisfied that the transaction is genuine. It does not name the EDF as a condition.

Banks set their own procedures under Regulation 19, so check what yours asks for. File within the deadline either way. The EDF opens the EDPMS entry that your payment is later matched to.
