For an invoice of ₹10 lakh or less, your bank can accept a reduced export value on your written declaration, and can close the EDPMS entry on the same basis.

Above ₹10 lakh, your bank decides on your request once it is satisfied with your reasons, under the conditions in its own policy. Fees deducted along the wire are a common reason for a short payment.
