Does the ₹10 lakh limit mean I can skip the EDF for small invoices?

No. RBI sets no minimum value for the EDF, and every service exporter declares each export. The ₹10 lakh limit applies to two things after you have filed. For invoices up to ₹10 lakh, your bank can close an EDPMS entry on your written declaration, and can accept a lower export value on your declaration.
